Every product submission includes the complete EU cosmetics compliance documentation chain:
Cosmetic Product Safety Report (CPSR)
Full safety assessment compliant with Annex I of EU Cosmetics Regulation 1223/2009. Part A covering product safety information and Part B delivering the formal safety conclusion, signed by a qualified safety assessor.
Product Information File (PIF)
Compiled and formatted in accordance with Article 11. Contains the CPSR, product description, manufacturing method, GMP compliance statement, proof of claimed effects, animal testing statement, and all supporting documentation.
CPNP Notification
Electronic submission to the EU Cosmetic Products Notification Portal on your behalf. Your CPNP reference number delivered upon successful notification.
Packaging Compliance Guidance
Review of your label artwork against Article 19 requirements — EU Responsible Person details, INCI list formatting, PAO marking, allergen declarations, batch number, country of origin, and mandatory warnings.
INCI List & Allergen Declaration
Your ingredient list formatted in correct INCI nomenclature. Allergenic substances identified and declared at the correct position when present above threshold concentrations.
£39.95 Per Variation
For variations of an existing assessed product — same base formulation with a different scent, colour, or minor ingredient change. A variation requires a CPSR update rather than a full new assessment, plus an individual CPNP notification for the variant.
A ten-product range built on two base formulations costs £195 + £195 + (8 × £39.95) = £709.60 — less than the cost of a single product through most enterprise consultancies.
What Is Not Included
Laboratory Testing
Stability testing, preservative efficacy (challenge) testing, SPF testing, and microbial limits testing must be conducted by a testing laboratory. These tests produce the data that feeds into the CPSR — they are a prerequisite, not part of the documentation service. Typical costs: stability testing £150–£500, challenge testing £200–£400.
EU Responsible Person Appointment
Every cosmetic product on the EU market must have a designated EU Responsible Person established within the EU. If you need one, Eldris provides EURP appointment through responsible.eldris.ai.
